CLEAR-LAB Conducts Workshops to Assess Progress on Cabo Verde's Sustainable Development Plan
In October 2024, researchers from the Center for Learning on Evaluation and Results for Lusophone Africa and Brazil (CLEAR-LAB), an implementing partner of the Global Evaluation Initiative (GEI) based in São Paulo, participated in a mission in Cabo Verde. Over two weeks, they conducted a series of seminars and workshops for local government representatives and other strategic partners.
The meetings aimed to perform a mid-term review of the Sustainable Development Strategic Plan (PEDS II), which serves as Cabo Verde's primary framework for advancing the 2030 Agenda for Sustainable Development. The plan comprises 35 programs to be implemented between 2022 and 2026.
“This phase is crucial for assessing the progress achieved so far, identifying emerging challenges, and adjusting strategies and actions to ensure that PEDS II remains aligned with Cabo Verde's Ambition 2030 Vision and the Sustainable Development Goals,” said CLEAR-LAB researcher Priscilla Bacalhau, who is coordinating the project.
About 60 local officials attended the events, which included one seminar and five thematic workshops. Participants had the opportunity to enhance their planning skills, ask questions, and exchange experiences in monitoring and evaluation (M&E).
“The workshop provided a space for program managers and sector heads to actively collaborate on the reformulation of Logical Frameworks and Product Catalogs. This dynamic is essential for ensuring that strategies reflect the needs, and challenges, allowing for adjustments or the redefinition of objectives”, said Jandira Mascarenhas, coordinator at Cabo Verde's National Planning Directorate, the government branch responsible for implementing and monitoring PEDS II.

Our work, including partnerships like the one with Cabo Verde, reflects our commitment to strengthening local capacity and supporting country-led M&E initiatives,” says Gabriela Lacerda, CLEAR LAB's executive manager, who led one of the meetings.
