A Contribution Analysis of FCDO Pakistan's Khyber Pakhtunkhwa Education Sector Programme (KESP)

About the Event

Ecorys was commissioned by the Foreign, Commonwealth & Development Office (FCDO) to undertake a process and performance evaluation of the second phase of the FCDO-funded and British High Commission – Islamabad (BHC-I)-managed Khyber Pakhtunkhwa Education Sector Programme (henceforth KESP) in Pakistan, covering programming from February 2017 to June 2021. As the second round of KESP draws to a close in July 2021, it is important to take stock of the contribution to change that KESP has made.

This Contribution Analysis (CA) study forms part of the performance evaluation in conjunction with two other studies (detailed in Section 1.1.2 below). It assesses KESP’s contribution to change by mapping evidence of change against the behaviour changes, links and assumptions (causal pathways) in the Theory of Change (ToC).

This CA study has three core objectives:
1. Assess the contribution of KESP in bringing about change.
2. Analyse whether the logic underpinning the ToC holds true, in line with wider education theory.
3. Provide key recommendations for how the ToC (and subsequently the programme) could be strengthened in the future.

As such, this CA study serves a dual purpose of assessing the overall programme’s contribution to change, as well as testing whether the underpinning theory holds true in line with education literature.

He currently works for Ecorys UK and led on the contribution analysis component of FCDO Pakistan’s Khyber Pakhtunkhwa Education Sector Programme (KESP) Performance and Process Evaluation.
