CLEAR FA Hosts Training in Congo on Designing and Implementing a Monitoring and Evaluation System

The Centers for Learning on Evaluation and Results Francophone Africa (CLEAR FA), a GEI Implementing Partner, organized a training on “Design and Implementation of a Monitoring and Evaluation System” in Congo from September 26 to October 7, 2022. The participants of this training were monitoring and evaluation specialists of the Centre d'Etudes et d'Evaluation des Projets d'investissement Public (CNEEPIP), from the Ministry of Planning of Congo.

Seventeen participants, including four women successfully completed this training. The objectives of the training were to:

  • Develop a results-based monitoring and evaluation system and its components;
  • Understand the steps involved in designing a results-based M&E system; and
  • Manage the challenges of implementing a results-based M&E system.

The training allowed participants to gain an understanding of the issues and challenges of designing and implementing national monitoring and evaluation systems.  Based on the courses and case studies, participants gained knowledge around three main modules:

  • Module 1: Conceptual Clarification;
  • Module 2: Steps in Designing and Implementing a Results-Based M&E System; and
  • Module 3: Managing the Challenges of Implementing a Results-Based M&E System. 

The participants requested additional training support from GEI and CLEAR FA on evaluation of public policies, the use of evaluation results, and the impact evaluation methods. The training was conducted entirely online via a dedicated course platform. The training was facilitated by a panel of CLEAR FA experts including Dr. Alexis Salvador Loye, Scientific Coordinator of the training; Mr. Amos Menard, Deputy Coordinator of CLEAR-FA; Mr. Damase Sossou, consultant at the United Nations Economic Commission for Africa; Mr. Kossi Aziaba, Evaluation Manager in Quebec City; and, Mr. Deo-Gracias Houndolo, Coordinator of WACIE/3ie.
