How can we strengthen National M&E Systems so countries are more resilient and better prepared to build forward better?

The single session is designed to be a participatory and interactive session whereby the Evaluation Systems program at CLEAR-AA will share its experiences of implementing Monitoring and Evaluation Capacity Building country programs across Anglophone Africa. CLEAR-AA currently implements M&E capacity building country programs in Tanzania; Uganda; Liberia; Malawi; Zambia; Lesotho; Namibia and Botswana. We have also done evaluation capacity building work in Madagascar. We seek to share lessons we have learnt about the state of M&E across these sub-Saharan Africa countries and the different forms the M&E ecosystems take in each country. Of course, the governance landscape is one of the key settings within which these M&E ecosystems have evolved over time. We are also planning to invite our county partners (public sector M&E oversight institutions and Voluntary Organisations for Professional Evaluation [VOPEs]). We hope the audience (M&E practitioners, governments, decision-makers, policy-makers and even the private sector) will learn from this single-session and also provide inputs on other best practices we can adopt into our M&E capacity strengthening country programs.

Dr. Candice Morkel Director Dr. Candice Morkel is the Director of CLEAR-AA. She has over 20 years of experience in government, academia and the non-profit sector, specializing in M&E, social policy and public sector governance.
Banele Masilela Researcher Banele Masilela is a Researcher in the Evaluation Systems program at CLEAR-AA. She is a Sociology PhD candidate at the University of Johannesburg.
Urs Nagel Regional Evaluation Advisor Urs has 20+ years’ experience working with UN agencies in Africa and Asia as an evaluator and manager of evaluation functions at country and regional levels. He worked with partners from government, parliament and civil society to support the development of national evaluation systems and capacity.
Elizabeth T. Nyirenda - Mutambo Lecturer, Department of Population Studies Elizabeth is a Population Scientist, Researcher, Evaluator and Lecturer of Demography at the University of Zambia. She has strong analytical background in research and evaluation having worked for the university for over 10 years. She contributes to teaching, research, writing and community service.
Gape Machao M&E Technical Specialist Gape has considerable experience in the monitoring and evaluation of health systems and has worked extensively with National AIDS Coordinating Agency and Ministry of Health in developing strategic plans and building research, surveillance and M&E capacity.
Dr. Francis Mwaijande Senior Lecturer, Public Policy and Social Science Research Dr. Francis Mwaijande is a Fulbright Scholar, he holds PhD in Public Policy from the University of Arkansas, U.S.A. M.A Communications Planning from University of Wolverhampton, U.K and B.A Education (Hons) from the University of Dar Es Salaam, Tanzania.
Sophie Kang’oma demographer Ms. Sophie Kang’oma is a demographer with 20 years of service experience in three key Government Ministries and Departments - National Statistical Office, National Registration Bureau and Ministry of Economic Planning, Development and Public Sector Reforms heading Monitoring and Evaluation Division.
Jerry D. Zanger Director, National Monitoring & Evaluation Unit Jerry D. Zanger is the Director, National Monitoring & Evaluation Unit at the Ministry of Finance & Development Planning, at the Republic of Liberia. He has 15 years of work experience in the area of Project management including Social Protection, Health care & Humanitarian Service Delivery.
