Responsible Data Governance for M&E in the African Context

M&E practitioners are confronted with high volumes of data in the big data economy, and new arising digital laws spurred by new technological developments. This was a topic discussed in depth at gLOCAL 2020. To unpack these data regulations to African M&E practitioners and to assist practitioners in conducting responsible data in their daily tasks, a group of data experts, government officials and M&E practitioners worked together to produce a two-part guidance report titled Responsible Data Governance for Monitoring and Evaluation in the African Context. Part 1 of the guidance report discusses an overview of data governance in Anglophone African countries, followed part 2 which presents a set of tangible guidelines to support M&E practitioners working on the continent to manage M&E data more responsibly.
The aim of this session is thus as follows:
• To launch the Responsible Data Governance for Monitoring and Evaluation in the African Context guidance and expose practitioners to data laws in Africa
• Discuss common challenges and emerging good practice in data management across the continent
• Unpack the data life cycle against the M&E cycle – a framework used for this guidance report

Mark Irura Technical advisor Mark has extensive experience heading end-to-end digital implementations for bilateral and multilateral development agencies, government ministries, and private foundations.
Linda Raftree Co-Founder Linda is an independent consultant with great experience in digital MERL. Over the years Linda has been organising the MERL Tech conferences, which brings different disciplines together to discuss, learn, and intentionally shape how technology and (MERL) intersect.
