M&E is playing a key role as the Philippines embarks on the 2023-2028 Health Sector Strategy. With the recent Mandanas-Garcia Ruling giving local government more budgetary and decision-making control, all levels of government are in need of data and M&E capacity to create a culture of evidence-based decision-making for health policy; but how do we get there? This session will examine cost-effective approaches to balance the need for local, action-oriented data and national data for policy making and the need for increased collaboration in the larger health sector. This session is hosted by IDinsight and ASMPH Center for Research and Innovation.

Dr. Dinah Nadera Mental Health Flagship Lead at ASMPH Center for Research and Innovation Dr. Dinah Palmera P. Nadera is heads the Mental Health Science flagship program at the Center for Research and Innovation of the Ateneo School of Medicine and Public Health. A Fellow of the Philippine Psychiatric Association, Dr. Nadera is actively engaged in different public mental health initiatives for government and civil society organizations in various capacities particularly in the areas of research, capacity building, policy, and legislation.
Dr. Olga Virtusio, MPH City Health Officer, City Government of Parañaque Dr. Virtusio heads the Parañaque City Health Office, overseeing and managing the healthcare services and programs of the city. As CHO, she plays a crucial role in ensuring the health and well-being of the community, working closely with local government officials, community leaders, and other stakeholders.
Dr. Alice Redfern Senior Manager, IDinsight Alice is a clinically trained doctor with over 5 years experience in public health research and development. She is currently managing two partnerships with the Philippine Department of Health: a 5-year National Health Promotion and Literacy Study, and supporting DOH with a measurement strategy for the country’s universal health care policy.
Dr. Gabriel Borlongan Medical Officer V, Field Operations System Management, Field Implementation and Coordination Team, Philippine Department of Health Dr. Borlongan is part of the Field Operations System Management Unit of the Field Implementation and Coordination Team at the Philippine Department of Health.
