Advancing National Evaluation Capacities in South Asian. Lessons from UNICEF’s support to NECD

The 2030 Agenda for Sustainable Development recognizes the critical role of evaluation towards achieving sustainable development goals.
In this gLOCAL event, participants will join a discussion on how development partners, such as UNICEF, can support the strengthening of National Evaluation Capacities Development (NECD) and why it is important for child rights. After a brief introduction by the regional evaluation office of UNICEF on NECD, four different approaches to NECD will be presented:
1. Adopting a National Evaluation Policy as a resilient strategy against institutional uncertainties: Bangladesh's experience in formulating and implementing a national evaluation policy and on the support received from UNICEF.

2. Tailoring evaluation systems and practices to meet local needs: the experience of UNICEF’s support to the Indian State of Odisha in rolling out of an evaluation ecosystem diagnostic and formulating a tailored development plan.

3. Harnessing civil society potential to create a conducive National Evaluation System: UNICEF Sri Lanka’s experience in collaborating with universities and the national evaluation association.

4.Empowering the next generation of evaluators: EvalYouth representative will share his insights on the importance of young evaluators for National Evaluation System in light of the support received from UNICEF.

She leads the Evidence for Children unit at UNICEF India, which is responsible for strategically prioritizing and technically supporting UNICEF-led evaluations, research, studies and monitoring activities commissioned by UNICEF. In addition, Maaike leads UNICEF’s external capacity building efforts in M&E, supporting partnerships for evidence across all UNICEF programmatic domains. Maaike holds a Masters from LSE, UK, and a Masters from the University of Cambridge, UK. |
| Asela KALUGAMPITIYA | President of the Sri Lanka Evaluation Association | Asela Kalugampitiya is a Sri Lankan lawyer, currently the President of both Sri Lanka Evaluation Association and the Asia Pacific Evaluation Association. He holds a PhD in evaluation from Germany and a visiting lecturer of the Master of Evaluation, University of Saarland, Germany. Asela has been working in the Monitoring & Evaluation field over two decades including for the United Nations as Monitoring and Evaluation Specialist. |

| Esther KAGGWA | Regional evaluation Adviser, UNICEF ROSA | Dr. Esther Kaggwa is the Regional Evaluation Advisor for UNICEF, Regional Office for South Asia(ROSA). In this capacity, she oversees the generation, dissemination and utilization of quality evaluative evidence at the regional level and also leads provision of technical assistance on evaluation and research to all eight countries in the region. Dr. Kaggwa, also leads the implementation of a regional strategy and annual work plans for thematic and multi-country evaluations in the region and contributes to efforts by the Evaluation Office to implement initiatives towards the professionalization of the evaluation function. She holds a PhD in Public Health from the Bloomberg School of Public Health, Johns Hopkins University and is a seasoned researcher and evaluator with over 25 years’ experience. |

Sukur Ali, Joint Secretary to the Government of Bangladesh, is working as Director General at Implementation Monitoring and Evaluation Division under the Ministry of Planning since November 2021. He has 30 years of working experience in Bangladesh Civil Service in different capacities like field administration, coordination, project management, monitoring and evaluation of public sectors projects/programs, supervision of safety net programs and policy making in different ministries/divisions. He is a certified Project Management Professional (PMP). He has done Masters in Business Administration from Bangalore University, India and Masters in Agriculture from Bangladesh Agricultural University. He has strong leadership qualities in decision making and guiding an effective team. |
