Challenges in this decade transcend national and sectoral boundaries and require integrated approaches. Tackling climate change and poverty, amongst other pressing issues, requires a systems-wide shift in the way the world organizes itself. Nonetheless, the “system” and the “shift” are complex concepts that can be somewhat abstract if not broken down. Evaluators face the challenge of defining what transformational change looks like in practice and how development projects should be measured to assess this shift.
