Transformational change in climate adaptation requires not just effective interventions, but also a profound understanding of the systems and contexts in which interventions are embedded, as well as the conditions and potential lens for catalyzing and sustaining change based on the evidence found. This session will tackle a main question for evaluators working towards transformative change:
What are the biggest challenges and opportunities in driving transformational change in both adaptation and mitigation interventions? What’s the evidence? How can we work together to overcome these challenges and seize the opportunities?

Highlighting the role of evaluation in balancing ambition and realism. We will move beyond simply measuring project success to analyzing how evaluation can guide thinking into a systems approach for broader transformation in climate change action.

Rasec Niembro GEF IEO Evaluation Analyst Rasec is an Evaluation Analyst with 10 years of experience. He has participated in evaluations of sectors such as adaptation, environmental and social safeguards and gender at the IEG, IFC and the IDB. He co-authors the Evaluation of Climate Information and Early Warning Systems.
Kseniya Temnenko GEF IEO Evaluation Specialist Kseniya has over 15 years of experience in knowledge management and evaluation. At the GEF IEO, she works on innovative meso-level evaluation studies, synthesizing evidence on priority topics. She led the Evaluation of GEF Support for Transformational Change.
Michael Robert Ward Senior Evaluation Specialist at the Climate Investment Funds (CIF) Michael is a Senior Evaluation Specialist at the Climate Investment Funds (CIF) Evaluation and Learning Initiative. He has over 25 years of experience working at the intersection of change and sustainable development. He also co-lead the Transformational Change Learning Partnership (TCLP).

Mariana Calderon Evaluation Analyst Mariana is an evaluation practitioner with experience in assessing environmental and development interventions through quantitative and qualitative methods. Prior to her current role at the GEF IEO, Mariana worked for the World Bank’s Independent Evaluation Group and contributed to policy-oriented research at the Economic Research Department of the Mexican Central Bank.
