Given Pakistan's current economic and political environment, there is a need to catalyze evidence driven policy making to affect system level change. However, the bureaucracy is tasked with firefighting day to day challenges within the government. Using lessons from M&E, how can we build state capability to enhance better policy design and implementation?

Adnan Qadir Khan Professor, School of Public Policy, London School of Economics (LSE) Adnan Khan is currently on secondment from his role as Professor in the School of Public Policy at London School of Economics and Political Science (LSE) to UK Foreign, Commonwealth and Development Office. He has also taught at Harvard Kennedy School and has been an Academic Director at the School of Public Policy. Adnan’s career has been dedicated to advancing understanding in development economics, political economy, entrepreneurship, and public sector reform. His expertise extends to real-time analytical work directly informing policy, as well as frontier research conducted in collaboration with policy partners. He co-chaired the LSE-Oxford Commission on State Fragility, Growth, and Development and is involved in the Reducing Fragilities Initiative.

Adil Saeed Associate Director, Research Management, Center for Economic Research in Pakistan (CERP) Adil Saeed is the Associate Director, Research Management, CERP. Starting his career as a civil servant in the Ministry of Communications, Adil found interest in business administration and worked in the private sector (marketing, business development and operation) for a few years, before joining CERP in 2018. At CERP, Adil’s role is to help research teams run their operations smoothly – both with the CERP core teams & departments and in the field, through a continuous improvement of systems. Adil is passionate about understanding Economics, Business and Public Policy to find ways to improve the quality of life in the developing world.
