About the Event
To celebrate the two-year anniversary of the OECD Recommendation on Public Policy Evaluation, this webinar series will explore two of the Recommendation's key dimensions: evaluation skills and competencies to ensure quality, and the use of evaluation in decision making (i.e., impact). Evaluators, evaluation managers and decision makers should join the discussion to delve into the standards promoted by the Recommendation on these issues, learn from experiences implemented by OECD countries, and hear from leading experts in the field.

Policy evaluation requires technical and managerial skills that are frequently challenging to both attract and retain within public administrations. The 2023 OECD Survey on Public Policy Evaluation sheds light on this challenge and offers comparative insights into how OECD countries are addressing it. Other organisations and networks have also carried out interesting work to develop evaluation competency frameworks which can serve as an inspiration for governments wishing to enhance internal evaluation capacities. The webinar will provide an opportunity for reflecting and discussing the requisite skills and on strategies for ensuring their presence throughout public administrations. Lastly, focusing on select recent initiatives undertaken by OECD countries, the session showcases examples of recent training and capacity-building activities.

Laurent Crémieux | Evaluation Manager, Swiss Federal Audit Office and Member of the Committee of Swiss Evaluation Society | Laurent Crémieux (PhD) has been working at the Swiss Federal Audit Office (SFAO) for more than 20 years. He is currently Deputy Head of Evaluation. He has conducted audits and evaluations in almost all the fields of tasks under federal competencies. The last years, he has been involved mostly on topics concerning foreign affairs, economic crimes prevention, social insurances and health policy. He has a background in political sciences and is specialist of public policy analysis. Besides the function of evaluation manager, he supervises evaluations and audits in order to ensure the internal quality insurance. He is engaged in training programs in Switzerland and abroad. He is actually member of the board of the Swiss Evaluation Society (SEVAL). |

Carolina Zúñiga Zamora | Evaluation Analyst Ministry of Economic Policy and Planning | Costa Rican, Sociologist, with a master's program in the Evaluation of programs and projects at the University of Costa Rica. Eight years of experience in the research field in social sciences, and ten years of experience in managing and performing evaluations for the academy, the German International Cooperation, Costa Rican Public Sector, and as an independent consultant. Currently serves as evaluator Analyst for the Ministry of National Planning and Economic Policy, in the Evaluation Unit, which is in charge of the management of the National Evaluation Agenda, and the monitoring of the National Evaluation Policy. |

Producing quality evaluations is not sufficient to ensure their use and impact. Further, this poses a significant challenge across both OECD and non-OECD countries. The webinar will explore methods and approaches by which policy evaluation can be more effectively integrated into other decision-making processes, including from a budgetary perspective. The webinar will focus on recent examples of OECD countries which have further strengthened the linkages across evaluations, spending reviews and other decision-making tools and processes.

Claire Zanuso | Head of the Impact Evaluation and Data Team, French Development Agency (AFD), France | Claire Zanuso is a development economist who obtained her Ph.D. in Economics from the University of Paris Dauphine. She specialises in quantitative evaluation methods and has overseen a range of studies and evaluations in different geographical contexts and thematic fields, including natural disasters and labour markets. She joined the French Development Agency in 2016. Prior to that, she also worked for and on behalf of the UK’s Department for International Development, the International Labour Organisation and the French Institute for Development Research. |
Sara Vaca | CEO Lovingclarity, Visualisation for Evaluation | Sara Vaca is the founder and CEO of Loving Clarity, a private company providing support and advice to governments and UN Agencies in the design of visual communication products and strategies, particularly in the area of evaluation. She holds a degree in Business Management, a master's degree in Non-Profit Organization Management and another master's degree in Program and Public Policy Evaluation from the Universidad Complutense de Madrid (Spain). In his current role, he is responsible for the development of a budgetary review and fiscal productivity strategy.
