Contributions towards Developing A Culture of M&E – What role can different sectors play?

About the Event

What can be the aspects that we need to consider as foundations for developing M&E systems; of evidence-based decision making, and of data driven approaches? What can we envision as a culture supportive of and embedding the principles of monitoring and evaluation? Who can be the key stakeholders and what role can each one play in contributing towards the development of this culture?

These are relevant and critical questions that are slowly gaining greater attention as key links in improving the implementation and results of development sector initiatives. While the importance of embedding M&E systems has been well evidenced, operationalizing the embedding M&E systems and even acceptance of the culture of M&E is still on a slow trek and faces challenges. Herein lies the space for further discourse.

To be able to understand how different sectors, from government, civil society, funders or research agencies, can participate and contribute requires wider dissemination. This session will attempt to provide the perspectives on how the different stakeholders across the development sector can participate and what roles can they play within their own and cross-cutting domains towards creating more conducive and appreciative systems that embed and inculcate an M&E culture.

Ramanshu Ganguly Associate Director–Climate Insights Ramanshu has over ten years of experience in monitoring, evaluation and consulting. He has extensively worked on developing research designs in the area of energy access, climate smart agriculture, renewable energy and entrepreneurship. Prior to joining Shakti, Ramanshu worked with Sambodhi Research and Communications as Assistant Vice President (Research). Ramanshu has a Post Graduate Diploma in Forestry Management from the Indian Institute of Forest Management, Bhopal, and a Bachelor's degree in Science (Agriculture) from Bidhan Chandra Krishi Viswa-Vidyalaya, West Bengal.
Dr Monica Jain Lead Evaluation Specialist Dr Monica Jain is a development economist with more than twenty years of experience in the area of evidence-informed policies. As a lead evaluation specialist at 3ie, Monica manages a global portfolio of policy-relevant evaluations focused on immunisation and SDG-informed sectors like environment, infrastructure, governance and public finance. She also leads evaluations as well as in-house synthesis and evidence gap map research, especially in early childhood development. She also conducts capacity development workshops on impact evaluation for government officials and policymakers in low-and middle-income countries. Before joining 3ie, she has worked at international development organisations like International Food Policy Research Institute (IFPRI) and the World Bank. She has published widely in development economics and public health journals on policy relevant topics in child and maternal nutrition as well as immunisation. She holds a PhD in Economics from University of California, Riverside in the US and an MPhil and Masters in Economics from Delhi School of Economics, India.
Dr Abinash Dash Director - Development Monitoring and Evaluation Office, NITI Aayog Dr Abinash specializes in development economics, health economics, program & impact evaluation, and microeconometrics. He belongs to the Indian Economic Service and joined the Government of India in 2009. Since then he has been engaged as Assistant Director (Financial Market Division), Department of Economic Affairs (2010-2014), followed by holding the position of Deputy Director (Financial Market Division), Department of Economic Affairs till 2019 and then as Joint Director (Economic Division), Department of Economic Affairs till 2021. In these roles, he was involved in conducting empirical research on the health sector, fiscal policy and disinvestment issues, extensively contributing to the preparation of Economic Survey (Vol. 1 & 2) in various roles and conducting Pre-Budget Meeting in the Ministry of Finance. He was involved in development and monitoring of the Indian Securities Markets; administering SCRA Act and Rules and also monitored secondary markets, data mining and tracking key financial sector indicators; policy briefs on secondary market issues for evidence-based policy making; and capacity building in the ASEAN and African countries in developing their securities markets. He holds a PhD in Development Economics from the National Graduate Institute for Policy Studies (GRIPS), was an IMF Scholar at GRIPS, Tokyo, Japan.
