About the Event
gLOCAL is a global knowledge-sharing event convened and supported by the Global Evaluation Initiative (GEI) a network of organizations and experts that supports countries with strengthening their monitoring and evaluation systems to help governments gather and use evidence that improves the lives of their people. Since 2019, the gLOCAL platform has hosted thousands of events in multiple languages across six continents. It has grown to become one of the largest M&E knowledge-sharing events in the world. This year, gLOCAL will run from June 3 to June 7 and the theme is Evaluation for Transformational Change: Balancing Ambition and Realism.
IED has partnered with gLOCAL since 2019 and this year will be organizing a knowledge event in Colombo (Sri Lanka) on 6th June. The event is tentatively titled Enhancing Effectiveness of Policy Based Lending: Insights from Evaluation. Panelists will discuss lessons learned for policy-based lending to strengthen its impact and address critical challenges in supporting global public goods including addressing the effects of climate change, pandemics, and fragility with special focus on Sri Lanka.
Asian Development Bank (ADB) recently approved a $350 million special policy-based loan (PBL) to provide budget support to Sri Lanka for economic stabilization. The program is part of a broader package of financial assistance anchored by the International Monetary Fund’s Extended Fund Facility for the country, which aims to stabilize the economy and lay the foundation for economic recovery and sustained growth.
Transparency and open communication will be crucial in building agreement around the reforms. The gLOCAL event will be part of ADB's proactive engagement with the government, other stakeholders, and development partners to help address structural impediments and plan future support.
Based on a broad range of evaluation work, IED will show what works and what doesn't when it comes to using PBLs to help government's crucial reforms that aim to achieve its medium–to–long term development goals. In particular, the presentation will share lessons from evaluations on the PBL cycle – from design to implementation and monitoring to evaluation. The presentation will emphasize lessons from evaluations relevant for Sri Lanka.
The Panel discussion will address, but not be limited to the following questions:
• How can multilateral development partners (MDBs) ensure that PBLs are aligned with the government's development priorities and strategies?
• How can MDBs ensure that PBLs are designed and implemented in a way that addresses the structural constraints faced by the country?
• What are the ways in which MDBs can work with other development partners to coordinate and harmonize their support for PBLs, including joint analytical work to inform design of PBLs?
• How can MDBs engage with civil society and other stakeholders in the design, implementation and monitoring of PBLs?
• How can MDBs effectively monitor and evaluate the implementation of PBLs to ensure the effectiveness of PBLs?

Yurendra Basnett | Principal Evaluation Specialist, ADB Thematic and Country Division, Independent Evaluation Department | Yurendra Basnett works as the Principal Evaluation Specialist at ADB’s Independent Evaluation Department. Before that, he had different roles at ADB, such as Senior Public Management Specialist at ADB’s Southeast Asia Department where he was in charge of developing policy-based operations to support reforms across the government; Senior Country Economist at ADB’s Indonesia Resident Mission where he led the development of ADB’s Country Partnership Strategy for Indonesia, 2020-2024 and the main study on the effect of fourth industrial revolution; and, Country Economist at ADB’s Papua New Guinea Resident Mission where he advised the government on macroeconomic policy, joined the International Monetary Fund’s (IMF) Article IV missions, and co-wrote IMF’s special issues paper on economic growth. Before joining ADB in 2015, he was as Research Fellow at the International Economic Development Group of the Overseas Development Institute in London where he led research on trade, growth and structural transformation and contributed to the European Report on Development. He has a PhD in Development Economics from the University of Cambridge, and his MSc in Development Management from the London School of Economics and Political Science where he received the William Robson Award. |

Emmanuel Jimenez | Director General, Independent Evaluation Department, ADB | Emmanuel Jimenez leads the Independent Evaluation Department’s efforts at assessing ADB’s development effectiveness and providing lessons to inform ADB operations. Before joining ADB, Mr. Jimenez was the executive director and CEO of the International Initiative for Impact Evaluation from 2015 to 2020, where he provided strategic direction, raised resources, and managed a global team. Prior to that, from 1984 to 2014 he held several senior management roles in the World Bank Group. Mr. Jimenez brings over 30 years of experience in evaluation, policy advice, and research in economic development. |
