About the Event

Most of the evaluations conducted in the Global South are conducted and led by development partners – with very few commissioned by the government. Country-led Evaluations are a platform for building hands-on capacities in managing, commissioning, and evidence use. The event "Capacity Development through Country-led Evaluation: Insights from Malawi" will present our collaborative journey in evaluating the unintended consequences of COVID-19 mitigation through an unconditional urban cash intervention in Malawi’s urban hotspots. The session will be presented by collaborators from the GEI-World Bank, CLEAR-AA, the Government of Malawi (Department of Economic Planning), and the Netherlands Ministry of Foreign Affairs who will share meaningful insights and contribute to advancing capacity development efforts, through country-led evaluations.

The session will offer insights on both evaluation practice and capacity development initiatives. It will showcase approaches to capacity development with practical processes, and methodologies for enhancing evaluation capacities. Panelists will also share (i) successful strategies, (ii) challenges encountered, and (iii) key lessons, with a view on how these can be applied in similar contexts. Participants will gain insights into the role of country-led evaluations as a vehicle for capacity development.

Dr Steven Masvaure Senior M&E Technical Specialist, CLEAR-AA Dr Masvaure, is a Senior M&E Technical Specialist with a PhD in Development Studies with 15 years of experience as a researcher and evaluator in the development sector across Africa. An expert in strengthening country-led M&E systems. His areas of interest include local government, climate change adaptation, social protection and M&E.
Dr Martin Mwale Principal Economist, Department of Economic Planning, Government of Malawi Dr Mwale is a Development Economist by profession. His research interest is in Micro-Econometrics and household welfare analysis within the fields of Development Economics, Agricultural Economics, Labour Economics, and Social Policy.
Dr Jos Vaessen Evaluation advisor at the Independent Evaluation Group (IEG) Dr Vaessen led IEG’s Methods Advisory Function between 2016-2022. Since 2021 he has taken on a leading role at the Global Evaluation Initiative. Jos has conducted and led evaluations for multilateral and bilateral organizations in a range of policy fields.
