About the Event

The Precision Development (PxD) project comprised sharing weather forecasts and customized advisory with cotton farmers in Punjab; this was expected to enable farmers to take corrective measures when confronted with adverse or unexpected weather events which affect timing of key farming activities in the crop cycle. The session will focus on challenges and methods for evaluating impact of climate change mitigation interventions using phone surveys.

Dr. Jessica Rudder Postdoctoral Scholar and Lead Researcher, Development Innovation Lab (DIL) Jess Rudder is a Postdoctoral Scholar and Lead Researcher at Development Innovation Lab (DIL). She is an applied microeconomist with a PhD in Agricultural and Resource Economics from the University of California Davis. Her research draws from development, agriculture, information technology, and industrial organization. She works on projects to learn about how digital platforms reduce information frictions for small-scale farmers and rural businesses. Prior to her PhD, Jess received a Master’s in Public Administration from the University of Washington and was a Peace Corps Volunteer in Panama.
Khushbakht Jamal Capacity Strengthening Manager, Better Cotton Khushbakht is a Capacity Strengthening Manager at Better Cotton with experience in impact evaluation, program management and data analysis. She previously worked as a programme manager at Centre for Economic Research in Pakistan (CERP) and a Global Research and Operations Manager at Precision Development (PxD). At PxD, she developed, implemented and evaluated programs on digital advisory and weather forecast delivery for farmers in Pakistan and India. She has also led scoping studies on the informal lending network in agriculture, high-impact farming practices for major crops, and the role of women in livestock management. Earlier, at CERP, she managed an Randomized Controlled Trials (RCT) to evaluate the impact of a remedial learning program for out of school adolescent girls in south Punjab. She has also previously worked as an Assistant Director for the State Bank of Pakistan where she led capacity building initiatives for the country’s agricultural sector. She has also worked at the World Bank, the UN Secretariat and The Resource Group (TRG) in programme evaluation and product development roles, respectively. Khushbakht is a Fulbright scholar and completed her Master of Public Administration from Columbia University.

Adeel Shafqat Country Director, Precision Development, Centre for Economic Research in Pakistan (CERP) Adeel Shafqat is the country director Precision Development, CERP. As a country director, he leads the work on their advisory services for over 1.3 million smallholder farmers in Punjab in collaboration with the Agriculture Department. He is a Public Policy and Public Financial Management (PFM) expert and an academic at the Lahore School of Economics. Adeel was one of the earliest members of the CERP team where he helped to establish the Property Tax Project. Adeel has extensively worked with the governments of Pakistan, Afghanistan, Iraq, Sri Lanka, Kosovo and Nepal as a PFM consultant, where he helped with business process re-engineering and capacity building. His research interests include public financial management, public sector capacity building and digital extension services for agriculture. Adeel holds a Masters from the University of Warwick in Political Economy and a Bachelor’s degree in Economics from Lahore University of Management Sciences.
