The Road to Adoption and Implementation of the Results-Based Management Approach – the CARICOM experience.

About the Event

In 2021, Results Based Management was endorsed by CARICOM member states, and a pilot was initiated in three countries (Dominica, Jamaica, and St. Lucia) and three regional institutions (CXC, IMPACTS, and CDF). This presentation will highlight:

(1) how RBM was operationalized in the pilot countries and organizations,
(2) challenges with operationalization,
(3) successes since operationalization,
(4) lessons learnt during operationalization and since implementation, and
(5) whether those in the pilot would recommend the full rollout of RBM in CARICOM governments and regional institutions at this time.

Dr Atiba D. Griffith Head of Statistics Research and Educational Development Division Caribbean Examinations Council Dr. Atiba D. Griffith is an experienced complex systems engineering, data science and education professional who specializes in applied research (solving real-world problems). He is an Official of the Caribbean Examinations Council (CXC®) since 2015, functioning as the Head of Statistics and has direct responsibility for the development and implementation of problem-solving models used in various departments. Dr. Griffith previously served as the Senior Manager for Corporate Planning and Strategy Management at CXC® and was directly responsible for the development of the current strategic plan (2021-2025) along with the effective and efficient planning, management and coordination of the Corporate Planning and Strategic Management process which included the risk management portfolio.
Nadine Bushell Assistant Director - Projects (Ag), CARICOM Implementation Agency for Crime and Security. IMPACS Ms Bushnell is the Assistant Director - Projects of the CARICOM Implementation Agency for Crime and Security. She has been with the organization for over 14 years and has served as Project and Programme Coordinator prior to her current position. She is skilled in programme management, project appraisal, management and evaluation.
Dr Craig Barham Chief Technical Director, Performance Monitoring & Evaluation Branch, Office of the Cabinet. Dr Barham who is skilled in Strategic Planning and Monitoring and Evaluation has been Chief Technical Director in the Office of Cabinet since September 2021. Prior to this he spent just over 4 years Senior Director Strategic Planning, Performance Monitoring & Programme Management with the Ministry of Tourism. He was educated at the University College of the Caribbean and the University of Louisville.
Valarie Pilgrim Corporate Planner at Caribbean Development Fund Ms Pilgrim is a specialist in the areas of project management, private sector development, strategic planning and capacity development. She is adept at managing dialogue with end beneficiaries and senior decision-makers in government, the public sector and civil society; building interagency partnerships to leverage each agency’s strengths; and integrating change management, gender and social inclusion, and environment and climate change considerations across the programme cycle.

Dr. Nadini Persaud Senior Lecturer, University of the West Indies, Cave Hill Campus Dr. Nadini Persaud Ph,D., M.Sc., B.Sc., CGA, CPA is a Senior Lecturer in Evaluation at the Sagicor Cave Hill School of Business and Management, UWI and Deputy Dean, Research and Innovation & Entrepreneurship, Faculty of Social Sciences, UWI. She is the Director of Professional Development at Caribbean Evaluators International. Her focus is on blending together the tools from project management and accounting to improve the practice of professional evaluation. She has several publications in referenced journals and books, and three co-authored books.
