The role of the Government Annual Performance Review in influencing decision making in Uganda

About the Event

Office of the Prime Minister has been undertaking Annual Government wide performance reviews since 2011. These reviews emerged out of a Cabinet decision to undertake assessment of Government to inform decision making for improved service delivery. The reviews focus on the performance of Ministries, Departments, Agencies and Local Governments.

This webinar will provide insights to the audience on the Government Annual Performance Reviews led by the Office of the Prime Minister and use of the review results/findings by the Cabinet and Government institutions in Uganda. The discussion will focus on the triumphs and pit falls of this process, highlighting the applicability of the whole of Government Evaluation approaches in the contemporary world.

The discussion will also provide to the audience the adjusted performance assessment criteria aligned to the current shift from Sector to Programme approach of the Third National Development Plan (2020/21-2024/25), including the key reforms Office of the Prime Minister is leading to strengthen Monitoring and Evaluation and Government-wide Coordination for improved service delivery.

Timothy Lubanga Commissioner, Monitoring and Evaluation Timothy is the co-chair of the National M&E Technical Working Group. He is a champion of Uganda Evidence Programme, aimed to inculcate the culture and practice of promoting generation and use of evidence in policy making. He is qualified in Economics and Management with 15 years of work experience.
