The role of parliamentarian networks such as APNODE in advocating and advancing policy solutions for transformational change

About the Event

Background: The relationship between evaluation and transformational change has been discussed in several recent publications in the field of evaluation , raising the fundamental question: Can evaluation play a role in nudging policy communities and, consequently, society on the path to transformational change? And if so, how? Addressing these questions requires thinking boldly and ambitiously. At the same time, to make a difference, we should be realistic about the opportunities and challenges for evaluation to influence policies and societies across diverging and complex contexts.

Parliamentarians are in a unique position to influence policy, to oversee its implementation, and to hold the Executive to account for results. However, individual voices can struggle to gain traction on the regional or global stage. This is where parliamentarian networks, such as APNODE, come in. APNODE is a network of African parliamentarians and development partners that strives to bridge the gap between evaluators (who provide impartial evidence) and parliamentarians (who utilize such evidence). APNODE acts as a powerful platform for knowledge sharing, peer learning, and collaboration. By connecting legislators across borders who share similar concerns, APNODE strengthens individual capacities and fosters a united front. This collective voice is significant when advocating for solutions to pressing issues such as climate change or sustainable development. APNODE also facilitates the exchange of good practices and successful policy and program implementation from different countries, allowing parliamentarians to learn from each other and adapt effective solutions to their own contexts. This collaborative approach strengthens the impact of individual efforts and increases the likelihood of achieving positive outcomes.

This virtual panel discussion is organized by APNODE with the support of IDEV in the context gLOCAL 2024 to explore the role of a network of parliamentarians such as APNODE in advocating for solutions that are more likely to contribute to transformational change.



Purpose of the event:
• Explore the concept of transformational change and its relevance to the political and legislative agenda.
• Identify key areas where parliamentarians can contribute to transformational change.
• Discuss the challenges and opportunities in balancing ambitious legislative and budget goals with practical, realistic approaches.
• Share case studies of successful parliamentary interventions that achieved transformational change using evaluative evidence.

Target audience: The session will bring together a wide range of participants, including parliamentarians, policy and decision-makers, civil society representatives, development partners, and evaluation experts.

Format: The proposed format is a virtual panel discussion via Zoom, involving the target audience. The session would commence with a brief self-introduction by the Moderator and opening remarks from AfDB’s Evaluator General. Then, the panel discussion followed by Q&A session. A wrap-up by the moderator.

Language: The session will be both in French and English, with simultaneous interpretation (French/English) available throughout the session. Panelists will have the flexibility to speak in their preferred language.

Dr Candice Morkel Director, Centre for Learning on Evaluation and Results – Anglophone Africa Candice Morkel (PhD) is the Director of CLEAR Anglophone Africa and senior lecturer in Monitoring and Evaluation at Wits University in South Africa. She has 25 years’ experience in government, academia and the non-profit sector, specialising in M&E and public policy.
Mr ASSI Kouassi Jean Claude Head of the Public Policy Control and Evaluation Department of the Public Policy Directorate. Mr ASSI Kouassi Jean Claude is a graduate in parliamentary work organization from the Léopold SEDAR SENGHOR University of Alexandria (EGYPT) and has been working for several years on the institutionalization of public policy evaluation in Côte d'Ivoire.
JOSEPHINE WATERA Credentialed Evaluator Josephine is a Credentialed Evaluator with seventeen years working experience in research and evaluation. She is an Assistant Director, Research Services and past Head of the Monitoring and Evaluation Division in the Parliament of Uganda.
Hon. Jérémie Adomahou (Benin) APNODE Chairperson, and member of the National Assembly of Benin Hon. Jérémie ADOMAHOU is APNODE Chairperson, and member of the National Assembly of Benin. He is a Rural Equipment Engineer by training, and an expert in Water & Sanitation. As an MP, he has held many positions, notably: President, Beninese Parliamentarians' Network for Public Policy Evaluation;

Ms. Jayne MUSUMBA Division Manager, IDEV3, Division IDEV 3 - Knowledge Management, Outreach, and Capacity Development Division Jayne Musumba has extensive experience in public policy, sustainable development, knowledge management, and innovation. She is a Division Manager with the Independent Development Evaluation (IDEV) at the African Development Bank Group, leading a team on knowledge management, outreach, and capacity development. Previously, she was a Principal Knowledge Management Officer with IDEV. She led the development and implementation of the knowledge management strategy of IDEV, fostered knowledge sharing and learning from evaluations, and managed the Evaluation Capacity Development program. Prior to joining the Bank, she worked as a Knowledge Management Specialist with the United Nations Development Programme (UNDP). She also worked as a Sustainable Development Officer with the United Nations Department of Economic and Social Affairs (UN/DESA).
