Evaluation from outta space - Geospatial Impact Evaluation of Climate Resilience Strengthening in Conflict Settings

As countries respond to the increasing impacts of climate change, evidence-based policy making for climate resilience has become ever more important. In the course of technological advancements and pushed by the global crisis of the Covid-19-pandemic, the use of remote evaluations for providing such evidence has increased significantly.
We present the tested design of a geospatial impact evaluation of irrigation infrastructure in Mali. We assess impacts on food security, child health, women empowerment, social cohesion, and on the ecosystem by integrating geocoded project locations, remote sensing data, geocoded survey data and remote focus group discussions. Applying a staggered roll-out-design of interventions and repeated observations over 20 years allows us to compare the pre- and post-irrigation outcomes of locations while adjusting for confounding factors.
In the discussion, we invite the audience to reflect on remotely evaluating interventions’ longer term climate impacts and on the applicability of the design to other settings.
