Use of Data for Climate Change Resilience in an Agrarian Economy

Given Pakistan's disproportionate vulnerability to this challenge, we wanted to highlight how data can address novel mitigation and adaptation initiatives. The panel will contribute, through their experience or research, on one of the following sub-themes:

* Vulnerability to climate change impacts
* Food security and livelihoods
* Resource management and sustainability
* Market competitiveness and economic resilience
* Policy formulation and planning

Specifically, we would like to highlight the opportunity for developing an agenda that supports integration of data-driven approaches, such as remote sensing, climate modeling, and machine learning, which can revolutionize how we tackle climate change challenges in agrarian economies. Discussing the use of data for climate change resilience can inspire innovative solutions, identify gaps in current practices, and facilitate the development of new tools and technologies. Governments, policymakers, and agricultural stakeholders need evidence-based information to formulate effective policies and make informed decisions regarding climate change adaptation and mitigation.

Ghazala Mansuri Lead Economist, Poverty Reduction & Equity Group, World Bank Ghazala Mansuri is a Research Fellow at CERP. She is a lead economist in the Poverty Reduction and Equity Group of the World Bank. Her research spans four broad areas: rural land, labour and credit markets, the economics of household behaviour, and the political economy of participatory development and institutional and governance reforms for development. Her research on the political economy of local development includes a number of evaluations of participatory development programs. Dr Ghazala has published extensively in leading journals in economics and development. She holds a PhD in economics from Boston University
Caitalin Mckee PxD’s Assistant Director, Research Caitlin McKee is PxD’s Assistant Director, Research. She holds a Master of Public Administration with a certificate in International Development from the University of Washington. She has experience in agricultural research, impact evaluation, and policy analysis and most recently worked for the Center for Global Development in London. Caitlin has implemented randomised control trials in East Africa, notably for cassava farmers in Tanzania and sugarcane growers in Uganda. She has also conducted data analysis on Tanzanian smallholder farmers with projects for the Bill and Melinda Gates Foundation and served as a Peace Corps volunteer in Guatemala working on women’s empowerment issues.

Adeel Shafqat Country Director, Precision Development (PxD) Adeel Shafqat is the Country Director, Precision Development at CERP. As Country Director, he leads the work on a digital and customised agricultural extension service for over 1.3 million smallholder farmers in Punjab in collaboration with the Agriculture Department. He is a Public Policy and Public Financial Management (PFM) expert and an academic at the Lahore School of Economics. Adeel was one of the earliest members of the CERP team where he helped to establish the Property Tax Project. Adeel has extensively worked with the governments of Pakistan, Afghanistan, Iraq, Sri Lanka, Kosovo and Nepal as a PFM consultant, where he helped with business process re-engineering and capacity building. His research interests include public financial management, public sector capacity building and digital extension services for agriculture. Adeel holds a Masters from the University of Warwick in Political Economy and a Bachelor’s degree in Economics from Lahore University of Management Sciences.
