The Evaluation Division at Global Affairs Canada (GAC) developed the localization analysis framework as an evaluation assessment tool to measure a program’s alignment with a locally led development approach and to identify key relevant barriers and enablers. The framework has been piloted on three evaluations to date and remains an evergreen tool that is expected to evolve through further use and consultations. This webinar will provide an opportunity to share the localization analysis framework and discuss the evaluators' experience in applying it. It will also provide a platform to gather further feedback from webinar participants on the framework’s dimensions and rubric to further improve its overall relevance and utility.

Silvia Grandi Deputy Director of Evaluation Silvia has over 15 years of experience in designing, managing and conducting evaluations. Prior to joining Global Affairs Canada in 2019, she worked for international NGOs and UN agencies. Her work has a strong focus on gender equality and integration of feminist principles in evaluation practice.
Colin d'Eca Evaluation Manager Colin has over 7 years of experience in planning, designing and conducting project and program evaluations for Global Affairs Canada. He was worked on evaluations covering a wide geographic range and across multiple sectors, including development, humanitarian assistance and diplomacy.
