This panel will focus on the role that the CARICOM Secretariat has played in promoting Results Based Management among CARICOM Member States and Regional Institutions. It seeks to identify how these efforts to promote RBM are perceived by Member States and Regional Institutions.
It will highlight the achievements and challenges that have been encountered whilst implementing the CARICOM RBM System Phase I and Phase II (focusing on the latter as it is currently being implemented), which are the two main interventions, that have been used to facilitate the development of the RBM approach in CARICOM Member States and Regional Institutions.
Finally, CARICOM Member States and Regional Institutions will be given a platform upon which they will share their RBM experiences and what they expect from a fully operationalized RBM system.

Hipolina Joseph Deputy Programme Manager, Strategic Management Deputy Programme Manager for Strategic Management at the CARICOM Secretariat. She has over 15 years experience developing and institutionalising Results-Based Management within the context of International Development Agencies.
Jennifer McLeavy Senior Performance Analyst Before her current appointment, she was for 2 years the Acting Chief Technical Director of the Performance Management and Evaluation Branch in the same office. She was in charge of leading the institutionalization of the Results-Based Performance Monitoring and Evaluation System across government
Camille Spencer Programme Director, Monitoring & Evaluation Ms. Spencer has been involved in the field of M&E for over 12 years. As Programme Director, M&E, Ms. Spencer has the responsibility of leading, and guiding her team in the institutionalization of a culture of RBM throughout the public sector of Trinidad and Tobago.
Sheree Deslandes Director Corporate Services During her career of over two decades, Mrs Deslandes has led and managed regional organisations at the Executive, Senior Management and Managerial levels within the service industry with a focus on driving organisational transformation and excellence.
