Exploring Trinidad and Tobago's M&E Ecosystem: Building M&E Capacity

Participants will be a part of a rich discussion on M&E capacity development in Trinidad and Tobago through the lenses of different M&E practitioners (international, national, and local jurisdictions). Discussions will cover topics such as the history of Trinidad and Tobago’s M&E ecosystem; global trends in building capacity across M&E ecosystems; current needs of decision makers and M&E practitioners from the M&E ecosystem; differences in approaches to capacity development; pressing areas of concern/gaps within Trinidad and Tobago’s system; and the current work of M&E practitioners to develop capacity.

Local M&E practitioners and users of performance information will benefit from snapshots of how our M&E ecosystem functions and what other possibilities the future may hold, while international M&E practitioners with an interest in comparative cases will have the opportunity to explore the nuances of building M&E capacity in a small island developing state.

Learning Objectives:
- Tabling principles and approaches to capacity development with local M&E practitioners and identifying the utility of concepts from institutional capacity building, change leadership, systems thinking, etc., and
- Sharing lessons learned from different capacity building initiatives.

Nome Título Biography
Camille Spencer Programme Director, M&E, Ministry of Planning & Development, Trinidad and Tobago Ms. Camille Spencer is the Programme Director, Monitoring and Evaluation (M&E) in the Ministry of Planning and Development, Trinidad and Tobago. She holds a BSc. in Public Sector Management and a MSc. in Government from the University of the West Indies, St. Augustine Campus, and has specialized training in M&E/Results-Based Management (RBM); strategic planning and implementation; public policy and public administration; project management; change management; and migration policy. Ms. Spencer has been involved in the field of M&E for over 13 years, and as Programme Director, M&E, she is responsible for leading, and guiding her team in the institutionalization of a culture of RBM throughout the public sector of Trinidad and Tobago. Ms. Spencer is also currently the Country Representative to the Caribbean Community (CARICOM) RBM Leadership (CRLG) for Trinidad and Tobago, and Vice Chairman of the Board of Directors of the National Physical Planning Authority of Trinidad and Tobago.
Heather Bryant Morf Evaluation Advisor, Global Evaluation Initiative (GEI) & United Nations Development Programme (UNDP) Heather Bryant is a member of the Global Evaluation Initiative (GEI) Global Team, seconded from the UNDP Independent Evaluation Office (IEO). At the GEI, she coordinates country partnerships work and support to strengthening national evaluation systems. Prior to joining the GEI team, Heather was the Chief of Section for Capacity Development at the UNDP IEO, where she led work to strengthen decentralized evaluation within UNDP as well as national evaluation capacities, organizing the 2017 and 2019 National Evaluation Capacities Conferences. She also conducted country level, regional and thematic evaluations. Before joining the IEO in 2012, Heather worked for UNDP Nepal, heading the Strategic Planning and Development Effectiveness Unit, where she was responsible for country programme planning, monitoring and evaluation, with a special emphasis on human rights, gender equality and social exclusion issues, as well as support to Nepal’s National Planning Commission to strengthen M&E systems. She has designed and led many workshops and training courses on monitoring and evaluation for government officials, UN staff and partners. Prior to joining UNDP, Heather conducted research at the University of Lausanne’s Institute of Geography in Switzerland.
Thania de la Garza Policy Evaluation Specialist & Evidence Use Strategist, Global Evaluation Initiative (GEI) Thania is passionate about evaluation, with over 20 years of experience developing evidence on evaluation and enhancing its use for better policies to improve lives. She is currently an independent consultant for the Global Evaluation Initiative (GEI) and coordinates the collaboration with the Caribbean Community (CARICOM) to strengthen regional and national evaluation systems for the countries and regional institutions. At CLEAR LAC, she served as Coordinator of Evaluation and Use of Evidence. In the Mexican government, she work at the National Council of Evaluation (CONEVAL), where she was the Head of the Evaluation Unit from 2009-2020, Her central role was to promote evidence-based social policies in Mexico. She directed the formulation of an evaluation policy in the Mexican government through the development of methodologies and processes to evaluate different aspects of public policies; generation of incentives to use findings from evaluations; definition and implementation of capacity development strategies and the coordination of more than 2,800 public policy evaluations. Thania had worked with UNICEF, FAO, UNDP, UNWomen, IDB, CAF, and the World Bank, and has published various articles on evaluation, capacity building in M&E, and national evaluation systems. She also serves as a professor at different public and private universities in Mexico, and is an economist with a master's degree in Public Policy from ITAM.
Craig Barham Chief Technical Director, Programme Management and Evaluation Branch, Jamaica Dr. Barham received his bachelor’s degree in Management and Economics from the University of the West Indies, Jamaica; a master’s degree in Public Administration from the University College of the Caribbean, also in Jamaica; and a Doctor of Philosophy degree in Urban and Public Affairs from the University of Louisville, Kentucky which he attended as a Fulbright Scholar. He earlier attended the Royal Military Academy Sandhurst in the United Kingdom and Junior Command and Staff School with the Canadian Armed Forces and served in the Jamaica Defence Force for nine years. He worked in police oversight and police reform for a year and designed a performance management system for the Jamaica Constabulary Force. He taught Project Management, Strategic Management, Public Policy, and Public Administration at the Management Institute for National Development (MIND) for five years. At the University of Louisville his specialism was in Urban Planning and Sustainable Development and his dissertation focused on public policies and strategies to improve innovation and entrepreneurship in the water sector. Other interests include disaster management, urban resilience, urban sustainability and informal settlements and he drafted a Solid Waste Master Plan for Jamaica. Dr. Barham is currently employed as the Chief Technical Director of the Performance Management and Evaluation Branch (PMEB) at the Office of the Cabinet and just prior to that as the Senior Director for Strategic Planning, Performance Monitoring, and Projects at the Ministry of Tourism.
Edoé Djimitri Agbodjan Director, Center for Learning on Evaluation and Results - Francophone Africa (CLEAR FA) Edoé is the Director of CLEAR for Francophone Africa (CLEAR FA), and a lecturer at CESAG Business School, based in Dakar, Senegal. He has over 15 years of experience in international project and program evaluation and management. He designed and led national evaluation capacity development initiatives in several African countries including Madagascar, Comoros, Benin, Burkina Faso, Cote d'Ivoire, Congo, Senegal, Togo, Gabon, Burundi, Niger, Burkina Faso etc. As such, he has provided technical assistance to governments, parliamentarians, universities, and civil society organizations including in national evaluation capacity assessment, guidance on best practices in monitoring and evaluation systems, and in developing policies, standards, and procedures. He has undertaken evaluations and research in the field of financial inclusion, agriculture, environment, and public policies. Prior to joining CESAG, he taught at the University of Ottawa. He also worked for PGF Consultant Inc (Canada) on institutional capacity building in the field of result-based management, and for the Canadian government, namely at the Social Sciences and Humanities Research Council (SSHRC).
