M&E for Gender Empowerment: Women in the Labor Market in Pakistan

Female labour force participation in Pakistan is one of the lowest in Asia as only 22% of women participated in the labour force in Pakistan in 2019 compared to an average of 24% in the South Asia region, and 59% in the East Asia and Pacific region (World Bank, 2019). This results in low productivity in the economy, and directly impacts women’s decision making power within the household. In this context, M&E programs that address the specific challenges faced by women in entering the labour market have the potential to contribute significantly to more gender inclusive labor policies and practices. Based on insights from gender experts in Pakistan, this panel will explore how M&E programs can be designed to better understand, evaluate and disseminate findings on the gender labour market constraints in Pakistan.

Hadia Majid Associate Professor & Department Chair Mushtaq Ahmad Gurmani School of Humanities and Social Sciences, LUMS Dr. Hadia Majid is Associate Professor and Chair of the Department of Economics at LUMS, and co-director of GenTech. Her research agenda considers the impact of monetary and public resource constraints on individuals in Pakistan with a special focus on women’s access to decent, empowering work. She has published in international journals and is currently editing a book titled Gender at Work in Pakistan. She has received grants from several agencies including ESRC-DFID, Oxfam, IDRC, IGC, IFPRI among others and has acted as a consultant for numerous government and non-governmental agencies on gendered labor market outcomes. A Fulbright scholar, she has a PhD from The Ohio State University and MSc from University of Warwick.
Kate Vyborny Associate Director of the DevLab, Duke & Research Scientist in the Department of Economics, Duke University Kate Vyborny is an Associate Director of the DevLab at Duke and Research Scientist in the Department of Economics at Duke University. She completed her D.Phil. (Ph.D.) in the Department of Economics at the University of Oxford, where she was affiliated with the Centre for the Study of African Economies. Additionally, she holds visiting faculty positions at the Lahore School of Economics and the Lahore University of Management Sciences. She is also a Fellow of the Center for Economic Research in Pakistan and the Consortium for Development Policy Research in Pakistan. Prior to her current position, Kate Vyborny worked on research and policy outreach related to foreign aid, trade, and development at the Center for Global Development and the Carnegie Endowment for International Peace in Washington, DC.
Shabnum Sarfraz Global Director for Gender and Health,Women in Global Health & Harvard Global Health LEAD Fellow Dr. Shabnum Sarfraz, the Global Director for Gender and Health and Deputy Executive Director at Women in Global Health, overseeing the 47 chapters operating across 43 countries . She is a seasoned development professional with over 15 years of experience in leadership positions. She has successfully managed large-scale and high-impact project portfolios, led multidisciplinary and cross-cultural teams, and collaborated effectively with institutions internationally. As a co-founder of Women in Global Health Pakistan, she had brought together over 900 women leaders to advance the gender-transformative leadership agenda. Dr. Sarfraz previously held a position at the Planning Commission, Government of Pakistan, headed by the Prime Minister. In this capacity, she was responsible for ensuring overall financial control and monitoring the performance of the complete cluster of social development in the country. She served as the national focal point for coordination with ministers and senior bureaucrats to facilitate investments in social development. She led Pakistan's national COVID19 response efforts and served as the national focal person for SDGs. She also led Pakistan's Voluntary National Review, which she presented at various international forums such as the UN HQ, UNESCAP, SAFS, UNGA, OIC-StatCom, and SAARC, among others. She was the force behind the launch of the national gender policy framework by the Govt of Pakistan in 2022 amongst multiple pioneering initiatives.

She has an MA in Demography from University of California, Berkeley and a BSc. (Hons) in Economics from LUMS. Her interests lie in development issues relating to gender and political economy.
