“Being the Change: Towards greater Inclusion and Diversity in International Development Evaluation”

Evaluation is a powerful machine within international affairs. Assessments of aid effectiveness may determine what gets funded, and what gets shut down. Hundreds of evaluation reports are produced annually in the United Nations system alone, and thousands of evaluation recommendations are issued that keep decision-makers busy devising action plans and management responses. The United Nations evaluation system swallows up an estimated USD 430 million each year , mostly to pay the fees of the thousands of consultants contributing to this industry.

Does this machine live up to the values of the United Nations? Are evaluation processes and results in line with the intentions of the UN Charter, core international human rights instruments, Sustainable Development Goals, and the global commitment to “leave no one behind” and work towards an equitable future for people and planet?

This workshop will explore development evaluation as an inherently political process influenced by power relations.

Among the speakers,
• Global Change Centre will present a study on the current evaluation ecosystem and avenues to strengthen it, ensuring equity remains a core focus of evaluations.
• Praxis will share insights on blind spots and solutions with respect to measuring collectivization, and discuss what lessons can be learned for development evaluation.
• UNICEF will discuss practical challenges in pursuing its equity-focus, when generating evidence on complex child rights phenomena (child marriage, child labour, etc.).
• UNDP will present a recent formative evaluation of the organization’s efforts to integrate “leave no one behind” principles” across its programmes and operations, highlighting key lessons.

Panelists will engage the audience in defining pathways for change towards more inclusive and transformative evaluation processes and products.

Tina Tordjman-Nebe Senior Evaluation Specialist Dr. Tina Tordjman-Nebe is a Senior Evaluation Specialist in the Corporate and Thematic Evaluation Section of UNDP’s Independent Evaluation Office in New York. Tina holds a PhD from the European University Institute (2006) and recently coordinated the UN Evaluation Group workstreams on methods and ethics, co-authoring the UNEG Ethical Guidelines.
Cecilia Milesi Founder Cecilia is the founder of Global Change Center, a South-South platform raising Global South voices with the aim to catalyse change processes. She is a Latin American sociologist specializing in violence, conflict and inclusive development. Cecilia is also Senior Advisor at the Decolonizing Research Partnerships for the global affairs think-tank ODI.
Pradeep Narayanan Advisor Pradeep Narayanan is Advisor, Praxis Institute for Participatory Practices, New Delhi, India. He is practitioner of participatory methods and approaches across multiple programmes in the Global South and a rights-based researcher associated with many NGOs and campaigns across India. Having spent two decades in the Government, Corporate and Non-Governmental Sector in India, Singapore and the United Kingdom, he has led the design of several participatory monitoring frameworks on community participation and accountability frameworks.
Tarini J. Shipurkar Senior Programme Officer Tarini J. Shipurkar is Senior Programme Officer, Praxis Institute for Participatory Pracrices, New Delhi, India. She is a sociologist with a keen interest in gender, youth, and human rights. At Praxis, she has led initiatives aimed at supporting de-notified and nomadic tribes, conducting community research fellowships to empower youth. Tarini has steered studies exploring project-based collectivisation efforts and documenting their journeys and experiences.
Ramya Subrahmanian Chief of Child Rights and Protection Dr. Ramya Subrahmanian is Chief of Child Rights and Protection at UNICEF-Innocenti where she oversees a research portfolio focused on adverse experiences in childhood and effective and promising strategies that can drive change. Ramya is an international social policy analyst with extensive experience in research, policy advocacy, training and teaching. She holds a PhD in Development Studies and a MA in Gender and Development.
