Two sessions during the Glocal evaluation week of 1h30 minutes each. This session will be in English but with French translation, and a few group sessions in French and English.

The competency framework presents a basis or point of departure for the development of a competency-based curriculum for the African continent, towards harmonising evaluation education offerings by institutions of higher learning. The competency framework is not intended to be used for purposes of credentialing. One of the seven uses of the competency framework is for self-assessment and personal development, which is the focus of these two sessions. AfrEA YEE network in collaboration with AfrEA and CLEAR-AA feel the need for these two sessions, to practically use the competency framework to test out a self-assessment tool based on the competency framework, which emerging, emergent and senior evaluators can use to gauge and reflect on their level of proficiency and self-development. This is critical in working towards strengthening evaluators and increasing the quality of evaluations on the African continent. The self assessment tool can be refined and tested further with YEEs in the African region via AfrEA YEE network.
Therefore, the specific purpose of these two sessions is two-fold, 1) To showcase the final CLEAR-AA ‘Competency Framework for an Africa-Wide Evaluation Practice’ and 2) To test out a self assessment tool that can be used for continuous self reflection and personal development of evaluation practitioners.
Session 1 – June 1 – 12pm – 13:30pm GMT
Welcome and short mentimeter poll on expectations for the session. Will aim to present the CLEAR-AA final competencies framework, explaining what they are to be presented by a CLEAR-AA representative. Open discussion for clarification, questions to be addressed. Thereafter an introduction of an assessment form based on the competencies will be done by an AfrEA YEE representative. The form will be shared with participant's, which they should complete in between session 1 and 2. The assessment form to be forwarded to participants in a form of a survey or google form.
Session 2 – June 3 – 12pm – 13:30pm GMT
During session 2, a short recap of the competencies and the form will be done by a CLEAR-AA and AfrEA YEE representatives. Participants will be grouped ahead of time according to their M&E proficiency level. This will allow for facilitated group discussions with specific proficiency groups. There will be facilitated group sessions to identify challenges and shared experiences of the participants in the proficiency group. The facilitators will be person(s) who have not so long ago been at that level of proficiency so they can identify and relate to the experiences of that level. This will allow for a more peer facilitated session that will stimulate learning, reflection and creating a safe environment for sharing, identifying support and opportunities needed to guide individuals in their career development. Facilitators will share 3 key points on challenges, career growth and opportunities from their group with the rest of the participants.

Siyabonga Sibiya | Researcher | Mr Sibiya played an integral role at CLEAR-AA in the coordination of the CLEAR-AA competencies. He holds a Bachelor’s degree in Public Management and Governance and an Honours Degree in Development Studies from the University of Johannesburg. Prior to joining CLEAR-AA, he held a Research and Knowledge Intern position at the Transport Education Training Authority (TETA), where he studied skills development within the transport sector. He has worked with the Centre for Social Change at the University of Johannesburg where he focussed on research topics in areas of social change and revolutionary ideological themes. Siyabonga’s other research interests include evidence use, participatory evaluation methods and advocacy. |
Fazeela Hoosen | Evaluator | Fazeela Hoosen is an evaluator at Benita Williams Evaluation. Ms Hoosen has 10 years of experience undertaking utilization-focused evaluations in the education sector, which involves qualitative and quantitative analysis. She has undertaken and assisted in the design of quasi-experimental control group designs to monitor learner results in ICT education programmes within schools. She has recently directed her focus to providing M&E technical assistance to and evaluating governance networks that work across Africa and has provided M&E technical support and transferred M&E skills to programme teams. She has worked as part of an evaluation team on multiple education evaluations across the whole of South African. She has experience in evaluating community-based initiatives like the Smart Start Early Childhood Development Franchise (2016) and government initiatives such as the National Science Week Programme of the Department of Science and Technology (2011) and providing M&E capacity building and support to organizations like SACE, Community trusts and Foundations. Ms Hoosen holds a Master’s Degree with a Postgraduate Diploma in Monitoring & Evaluation. She served a three-year term (2014 – 2017) as Board member of the South African Monitoring and Evaluation Association (SAMEA). Ms Hoosen is involved in global (EvalYouth) and regional (AfrEA YEE Network) initiatives to support and create opportunities for young and emerging evaluators (YEEs) to build and strengthen their evaluation practice. |
Mark Mulobi | Young and Emerging Evaluator | Mark is a Young and Emerging evaluation consultant at Benaphil Evaluation Consultants in Kenya, a researcher by training and undertake evaluations predominantly in the development sector. He is passionate about providing opportunities in Africa for emerging evaluators to strengthen their skills in monitoring and evaluation. He has experience of undertaking evaluations in the development sector that includes all aspects of the evaluation process, specifically; project management, proposal development, data monitoring and management, quantitative and qualitative analysis and report writing. He has undertaken and assisted in the design of mixed method evaluations and frequently works as a developmental evaluator. He has served at EvalYouth as the secretariat, EvalVijana as the core leader and AfrEA YEE as a support to the leadership were, he is actively supporting and creating opportunities for evaluators to strengthen their evaluation practice. He is a current member of ESK, AfrEA, EvalSDGs and EvalIndigenous. Education: Mark is currently finishing his Master’s Degree in Monitoring & Evaluation. He has served at EvalYouth as the secretariat, EvalVijana as the core leader and AfrEA YEE as a support to the leadership were, he is actively supporting and creating opportunities for evaluators to strengthen their evaluation practice. He is also a champion of the AfrEA YEE Network and secretariat of EvalYouth Task Force 1: Increasing the Involvement of YEE in VOPE governance, committees and activities. Mark is a core member at the Inter-Regional Initiative for Professionalization of Evaluation (IRIPE). An initiative for the professionalization of evaluation to promote quality, credible and independent evidence for informed policymaking, in the context of the SDGs era, through in-country capacity strengthening at individual and institutional levels. Finally, He is a dedicated member at Evaluation Society of Kenya (ESK) where he volunteers frequently. |

Sim-Yassah Badjo | Executive Director | Sîm-Yassah is a passionate development professional with more than fifteen (15) years of experience supporting the design and management of development projects/programs with focus on improving monitoring and evaluation systems. He is mentor for EvalYouth Global Mentorship Program and has supported capacity building of young and/or emerging evaluators and nonprofit organizations in project/program management, monitoring and evaluation. Sîm-Yassah is certified in PMD Pro and has facilitated several face-to-face and virtual training in the PMD Pro methodology. |
