Evidence and Methods to Assess and Support State's Responsiveness and Preparedness for Equity and Inclusion

About the Event

Evidence generation through research is a critical component of working towards gender equality, as it identifies the needs on the ground, determines effective pathways for change, evaluates existing structures and builds the agenda for further advocacy. Given that the state plays a critical role in promoting and achieving gender equality, it is imperative to understand how it formulates policies, and provide and deliver services and entitlements in this regard. This understanding is crucial to ensure that the state’s policies, processes, structures and mechanisms are gender responsive. To do this, it is imperative to generate and share relevant and contextual evidence that can inform and influence policymakers and implementers at all levels.

The International Center for Research on Women (ICRW) with its decades of experience on working for gender equality has developed system-based approaches and methods to advocate for gender-transformative and responsive policies.

Using this experience, we propose a panel discussion in the gLOCAL Evaluation Week 2022, to share and showcase our diverse experience of engaging with systems using multiple research methods and evidence as a tool for advocacy. Through our panel, the audience will have an opportunity to understand and reflect on various methodologies that have been employed to assess system’s preparedness and responsiveness. This session will also highlight how practitioners can use and leverage research and evidence to engage and influence policymakers, decisionmakers and implementers within the government system at all levels. The panel would include experts and practitioners from partner organizations. ICRW and the partner organizations would be sharing insights from projects focused on working with education systems, health systems and data surveillance, women’s leadership and state’s responsiveness to crises such as the COVID pandemic. For instance, to support the education system in delivering life skills for secondary students, ICRW and partners have developed a self-assessment tool that government officials at the state, district, and block level can use to assess their preparedness. Another example is of the policy review that helped to identify gaps in COVID response policies from a gender perspective especially for informal women workers.

Sapna Kedia Gender Specialist Sapna specializes in qualitative research and program implementation. Her focus has been on issues of SRHR, men and masculinities, gender and governance and women in leadership.
Hemlata Verma Senior Technical Specialist Hemlata Verma works as a Senior Technical Specialist at International Center for Research on Women. She has extensive experience in the field of gender mainstreaming and primary prevention of gender-based violence and sexual and reproductive health rights of adolescent boys and girls.
Dr. Abhishek Gautam Senior Technical Specialist Dr. Abhishek Gautam works as a senior technical specialist at ICRW and supports research teams in designing research studies, managing projects, developing monitoring tools, supervising data collection processes, and supporting data evaluation and analysis.
Sneha Sharma Technical Specialist Sneha works as a technical specialist at ICRW and specializes in conducting gender-transformative research studies and policy reviews. She has worked across the thematic of women's economic empowerment, adolescent and youth development, and health and family planning.
