Lessons for future crisis response from the evaluation of the AfDB’s response to the COVID-19 pandemic

About the Event

1. Rationale. As part of its approved work program for 2021, Independent Development Evaluation (IDEV) at the African Development Bank Group (AfDB or the Bank) conducted an evaluation of the Bank's support to its Regional Member Countries (RMCs) in response to the COVID-19 pandemic.

Faced with the global COVID-19 pandemic, the AfDB, along with several other International Organizations (IOs), introduced a package of measures to help its RMCs to mitigate the multifaceted impact of the pandemic. The AfDB launched the COVID-19 Rapid Response Facility (CRF) and other initiatives, including support to the World Health Organization (WHO), the Feed Africa Response to COVID-19 (FAREC), and a US$3 billion Social Bond, to provide fast and flexible support to RMCs through sovereign and non-sovereign operations. It also collaborated with a number of other IOs and development partners in the delivery of its response.

The purpose of the COVID-19 response evaluation was to provide the AfDB Board of Directors, Bank Management, and RMCs with an assessment of the design, implementation, and results of the AfDB's COVID-19 response and to draw lessons that it could consider in strengthening its response to the ongoing pandemic and to future crises.

Based on the above, the primary purpose of this learning event is to share lessons for future crisis response, based on knowledge and reflections from the evaluation of the AfDB’s response to the COVID-19 pandemic and the views and experiences of other IOs and partners. The event will provide an opportunity to share findings, lessons, and recommendations that will inform future responses to crises. In addition, the event will aim to foster a better understanding of crisis response that can also inform and provide lessons on how other development partners operate in the region when responding to large-scale crises like a pandemic.

2. Objectives.
The objective is to share lessons for future crisis response. Specific objectives are to:
a. Share and discuss the evaluation’s key findings and lessons for future crisis responses
b. Share views and experiences of the AfDB’s COVID-19 response, including collaboration with other IOs and DPs
c. Identify or highlight good practices or key actions /tools going forward to enhance interventions, advice, and technical assistance.
