Building Gender Lens in Evaluation and Communication: Necessary or Optional?

About the Event

International Center for Research on Women (ICRW) has been the premier applied research institute focused on women and girls for the last four decades. ICRW conducts research to inform policies and programs seeking to alleviate poverty, promote gender equality and protect the rights of women and girls. ICRW’s focal areas include gender-based violence, healthy transitions to adulthood, economic empowerment, HIV/AIDS, and sexual and reproductive health and rights.

We propose two sessions in the gLOCAL Evaluation Week 2021, to share and showcase our rich experience of gender research and evidence-based solutions with a systems lens. Through both our sessions, audiences will have the opportunity to engage with our range of gender integrated, feminist research and programming methodologies and learn about adaptions made during the pandemic. Both the sessions intend on robust participant engagement and inclusion of experts and practioners from partner organizations.

The first session will address the theme of “building forward better” by addressing questions on measurement of gender norms, inherent hierarchies in the process of measurement and evaluation of norms and the challenges within. This session will focus on:
a) researcher’s own positionality within the context of measurement and its importance in gender norms research
b) deconstructing “gender” in gender norms measurement to include stakeholders beyond women and girls (for example, key male actors and how their perceptions of masculinity impact lives in the ecosystem)
c) understanding the ecosystem of norms

This session will be a panel session of 1.5 hour, on 1st June, 5pm-6.30pm IST. Speakers will be invited for reflections on a pre decided set of questions, with each speaker getting about 7-10 minutes in total.

The second session will address the theme of “Evaluation Communication and Use” and will speak of using data visualization and creative approaches to communicate evidence to a range of audiences beyond academia and development practioners. This includes communicating back to communities and people who are researched, as well as to policy makers and the government for effective use of evidence. This session will be a roundtable consisting of 4-5minute presentations/reflections from 9 speakers on the following two topics with a considerable amount of time for open debate including the audience:
a) Moving beyond reports and peer reviewed publications to communicate evidence and evaluation learnings: innovation and creativity in taking results back to communities.
b) Effective engagement and communication of findings to decision makers: engaging policy makers effectively to engage with and utilize evaluation findings.

This session will be a roundtable session of 1.5 hours, on 3rd June, 5pm-6.30pm IST.

Several programs in India and globally are working to challenge and change gender norms. However, measurements and interpretations of gender norms are highly contested. Ravi Verma Dr Ravi has more than three decades of experience of research and programming in gender mainstreaming, masculinities and sexuality. He has worked extensively on gender norm measurement.
Prerna Kumar Dr. Prerna brings more than 10 years of experience in research and program evaluation. She has worked extensively on adolescent empowerment, reproductive health. Currently, she is leading evaluation of multilayered programing on employbility.
Nandita Bhatla Ms. Nandita has over two decades of experience on violence prevention and resilience research and programming. As a qualitative researcher, Nandita brings rich experience of using qualitative methods to norm measurement with a range of stakeholders (children, adolescents, people of different gender identities and sexual preferences, opinion leaders) in multiple geographies within and outside India
Sapna Kedia Ms. Sapna Kedia works as a Technical Specialist at the International Center for Research on Women, Asia, and is a co-founder of the Women in Global Health, India Chapter, which seeks to achieve gender equality in global health leadership, with a specific focus on India. At ICRW, Ms. Kedia’s work focuses on conducting research, designing and implementing programs on sexual and reproductive health and rights for girls and women, how gender norms impact men and masculinities, and gender in public policy

Despite growing recognition, evidence communication does not receive enough attention beyond traditional format of report and peer reviewed publication. There is also hierarchy of evidence - some experiences and expressions are considered evidence and others are left. Even on the communication, usual emphasis is to reach donors and government. Minimal effort is made to share evidence with community, particularly marginalized ones. Therefore, this session will bring reflection from a range of experts and audience on a) Moving beyond reports and peer reviewed publications to communicate evidence and evaluation learnings: innovation and creativity in taking results back to communities. b) Effective engagement and communication of findings to decision makers: engaging policy makers effectively to engage with and utilize evaluation findings.

Pranita Achyut Ms. Pranita has over two decades of experience in monitoring, evaluation and programming on reproductive health, education and violence prevention. She has led several flagship programs of ICRW. She has worked with NGOs, private sector, government and other stakeholders.
Priya Nanda (Tentative) Dr. Priya is a Senior Program Officer with the Gates Foundation, India where she leads the measurement and evaluation for social norms and equity. She was at the International Center for Research on Women’s (ICRW) Asia Office in India from 2006 to 2016 where she led a portfolio of research, on measurement and evaluation of women’s economic empowerment and reproductive and sexual health. She was the Co-Director of the ODI-led research consortium on gender and adolescents.
Sarah Hawkes (Tentative) Dr. Sarah Hawkes is the Director of the Centre for Gender and Global Health, and a medical doctor with a degree in sociology and a PhD in epidemiology. She is Professor of Global Public Health at University College London where she leads a research theme analyzing the use of evidence in policy processes, particularly in relation to gender and health.
Sneha Sharma Ms. Sneha works as a senior research associate across multiple projects. She has worked on the Learning Review on What Works for Adolescents’ Empowerment, aimed at drawing out strategic learnings from a decade of programming for adolescent girls and currently works on COVID-19 Sex-Disaggregated Data Tracker with GH50/50. It is the world’s largest database of sex-disaggregated data on COVID-19.
Kuhika Seth Ms. Kuhika Seth works as a technical specialist at ICRW, and her work is primarily around engaging men in sexual and reproductive health, and family planning. Her prior work was in evaluation of programs on health messaging through SHGs, with Population Council and on health systems research with Sambodhi.
