Lessons from Impact Evaluations of Climate Change Interventions

About the Event
The LORTA programme of the Independent Evaluation Unit (IEU) GCF provides capacity-building activities in programme theory, evaluation questions, outcome indicators, data collection tools, etc. for the project teams that implement climate change adaptation and mitigation projects. The lessons from these activities can serve as a ground for discussion with the broader audience on how to provide capacity-building where capacity is low, and what we know about the effectiveness and efficiency of climate change interventions. The session will be designed as a roundtable discussion with a panel of speakers steering the conversation as well as addressing questions and comments from the audience. The panel members, representing the impact evaluation teams from Mexico, Georgia and Rwanda, will share their insights and lessons learned in the context of their on-going work with their respective GCF projects to generate a great discussion on the benefits and challenges of embedding impact evaluations within GCF projects. Participants will have an opportunity to learn and share their experiences and reflections in impact evaluations of climate change interventions in developing countries.
Purpose
- To inform the audience of the IEU LORTA programme’s key findings and take-aways relating to the impact evaluations of climate change interventions in developing countries.
- To engage other climate finance experts, evaluators, and practitioners, and share learnings across organizations and evaluators.
- To exchange ideas with and hear from the panel members on how some of the impact evaluation methods and practices from the IEU’s LORTA programme are useful and relevant to their work and to the broader climate change/climate finance community.

Before joining the IEU, she worked in the field of impact evaluations of development, humanitarian, and peacebuilding programmes for over 10 years. Anastasia holds a PhD in Development Economics. |
Genta Konci | Evaluation Specialist | She has more than 16 years of international experience monitoring and evaluating development sector across UN agencies, governments, donors, and private organizations. Genta holds a bachelor’s degree in Sociology and a MA degree in International Development from Deakin University. |
Martin Prowse | Evaluation Specialist | Dr. Martin Prowse is applying his 15 years of work experience in international development to support the IEU's workstreams on impact evaluation (LORTA), evidence reviews and behavioural science. He has published widely and is an editor of the European Journal of Development Research. |
Denice Lugo | Socioenvironmental Research Coordinator | Ms. Denice Lugo has over 13 years of experience managing environmental projects, biodiversity monitoring initiatives, and recently leading FMCN's Environmental and Social Standards system. Denice holds a BA in Biology and an MSc in Biological Sciences specializing in environmental management. |
Nana Chabukiani | Monitoring and Evaluation Associate | Ms. Nana Chabukiani is a monitoring and evaluation associate at the UNDP Georgia. She holds a MSc degree in Research Methods in Social Sciences and has about 10 years of experience in applied research, that includes project evaluations, policy research and needs assessments. |
James Mugisha | Monitoring and Evaluation Specialist | Mr. James Mugisha has 21 years’ experience in M&E activities, experience in developing theory of change, setting indicators and targets for programs financed by GCF, USAID, DFID, EU, UN, foundation and private sector donors in Rwanda. |
