What are the key collaborative arrangements needed to generate influential evaluations?

About the Event

Evaluation influence is fundamental to ensure policy, strategy and organizational change and transformation for greater impact of development initiatives as well as value for money from evaluations. Though all evaluators and evaluations want to contribute towards inducing change, this does not happen automatically, and specific and proactive measures need to be taken throughout evaluation processes to realize such objectives.
Based on evaluation experience within multilateral development organizations, there are at least three core aspects that need special attention to generate influential evaluations. These three aspects are closely inter-twined and need to be pursued simultaneously. The first dimension is the importance of building evaluation ownership among key stakeholders. The second is the need to focus on methodological rigor, evidence and transparency throughout the evaluation process. And, last but not least, the third dimension is the need for customized communication and outreach to ensure evaluation messages are coherent, clear and helpful for those responsible to act upon them.
Based on concrete examples from practice in different contexts and situations, the panel will deliberate on the above three dimensions, but also touch upon other important related aspects to generate influential evaluations.
Two of the speaks have more than 30 years each of development evaluation-related experience. They are Ada Ocampo (President of IDEAS) and Ashwani Muthoo (Director General of the BRICS New Development Bank). Other reputed speakers will also be included in the discussion.

Ashwani Muthoo Director General, Independent Evaluation Office, BRICS New Development Bank Ashwani K. Muthoo, Indian national, assumed his position as the first Director General of the Independent Evaluation Office of the NDB on 18 April 2022, reporting directly and exclusively to the Bank’s Board of Directors. Before his current role, Mr. Muthoo was the Director of the Quality Assurance Group in the Office of the President and Vice President at the International Fund for Agricultural Development (IFAD). Prior to that, he was the Director of the Global Engagement and Multilateral Relations Division and Director of the Global Engagement, Knowledge and Strategy Division in IFAD. He also served as Deputy Director in the Independent Office of Evaluation (IOE) of IFAD, and in 2012-13, he was IOE Officer-in-Charge reporting directly to the Executive Board. He brings more than 30 years of professional and managerial experience in international cooperation, focusing on evaluation, quality assurance, global policies, country strategies, and development projects and programmes. His work experience covers more than 50 developing countries in Africa, Asia, Latin America and the Caribbean, and Near East and North Africa regions.
Ada Ocampo IDEAS President Ada OCAMPO is a Peruvian sociologist with a Master's degree in Planning and Development Management from the University of Wales, United Kingdom. She has worked for UNICEF, UNDP, UNFPA and IFAD from 2000 to 2020, in different countries of North and Latin America, Africa and Asia. Ada has been one of the founders of the International Organization for Cooperation in Evaluation (IOCE) and of the Evaluation Network for Latin America (ReLAC). She currently serves President of the International Development Assessment Association (IDEAS).
Kerry Albright Deputy Director, Evaluation Office, UNICEF Kerry is the Deputy Director at UNICEF’s Evaluation Office. Previously she was the lead person of the research facilitation and knowledge management activities of the UNICEF Office of Research – Prior to joining UNICEF she worked with DFID, Kerry is a senior professional with 20+ years of experience in international development, development communication, evidence-informed policy development and analysis, innovation systems, and research-policy linkages.
Ian Goldman President, International Evaluation Academy (IEAc) Ian is President of the International Evaluation Academy, an International Advisor in Evaluation and Evidence Systems working with the Global Evaluation Initiative, CLEAR Anglophone Africa, and a professor at the University of Cape Town. Ian has been a board member of 3ie since April 2012, a Board member of SA M&E Association since October 2020. He has worked in 20 countries and works in 3 international languages.

Chitra Deshpande, Dphil. Lead Advisor, Results & Resources, Operational Policy and Results Division, International Fund for Agricultural Development (IFAD) Dr Chitra Deshpande is an expert in strategic planning, evaluation and gender in agriculture with over twenty years of experience in the private and public sectors. A national of the USA, Dr Deshpande is currently Lead Advisor, Results and Resources at the International Fund for Agricultural Development (IFAD). In 2016, she founded the Women’s Informal Network and remains a global leader of this professional network for women working in the international development sector. During her tenure at IFAD, she has served as Senior Evaluation Officer, the Special Adviser to the Vice-President of IFAD, Portfolio Adviser and Operational Policy Economist in the Asia and Pacific Division (APR) and as Programme Officer of Quality Assurance in the Office of the President and Vice-President (OPV). Dr Deshpande has also worked for the Food and Agriculture Organization as Strategy and Planning Officer in the Office of Strategy, Planning and Resource Management and as a gender and development expert, most notably on the Gender in Agriculture Sourcebook. She also has worked closely with large multinational companies in developing growth and efficiency strategies as a management consultant at Booz-Allen & Hamilton in New York. Dr Deshpande received her DPhil in Geography and MPhil in Development Studies from Oxford University. She also received an M.A. in Food Research (International Development Policy) and B.A. in History from Stanford University.
