About the Event
The panel seeks to strengthen the evaluation culture in Guatemala by sharing experiences and lessons from the partnership between Guatemala’s authorities and international development organizations to strengthen evaluation capacities in the country. The panelists will highlight the importance of participatory work, knowledge and capacity appropriation, and strategic multiagency cooperation in the efforts to help strengthen (monitoring and evaluation) M&E capacities and systems in Latin America and the Caribbean.

| Ivory Yong-Prötzel | Director, OVE - IDB | Ivory Yong-Prötzel is Director of the Office of Evaluation and Oversight (OVE) at the Inter-American Development Bank (IDB). OVE is an independent office and reports directly to the Bank’s Board of Executive Directors. It conducts evaluations of the Bank’s projects and programs to help improve the developmental effectiveness of the IDB. Ms. Yong-Prötzel joined the IDB in May 2018 after working 12 years at the European Investment Bank (EIB) Group. She was Head of Operations Evaluation, leading the evaluation activity for the EIB and the European Investment Fund (EIF). She was responsible for defining the strategy, methods and work programme for the evaluation function as well as supervising the quality of the reports. Before joining the EIB, Ms. Yong-Prötzel was head of the evaluation department in a private European consulting firm. She was responsible for the supervision of the quality of major evaluations, the organisation of knowledge capitalisation and training in evaluation, and relations with main clients. Before getting involved in evaluation, Ms. Yong began her professional career in academia, as researcher and lecturer at Pontificia Universidad Católica del Perú, Universidad del Pacífico (Perú), and Université Catholique de Louvain (Belgium), specializing in macroeconomics and econometrics with a particular focus on applied economics. Ms. Yong-Prötzel, a citizen of Peru and Belgium, earned a Bachelor’s degree in Economics from the Universidad Católica del Perú and MA in Economics from the University of Ottawa, Canada. |

| Juan Carlos Sanz (To be confirmed) | Evaluator, German Institute for Development Evaluation (DEval) | Juan Carlos Sanz joined DEval in May 2014 and since then he has been involved in the coordination of ECD Projects. The main focus of his previous professional career was the coordination of international cooperation projects in several countries of Latin America and Africa. During this period, he worked in close collaboration with the Evaluation Unit of the Spanish Agency for International Cooperation. In DEval's ECD projects, Juan Sanz specializes in participatory approaches, stakeholder networking, and monitoring and support to national evaluation units. |
